If SAP MMC disp is stopped, then Check the following,
SAPOSCOL service is running in task manager.
SAPSID services are running in services.msc
Check for Oracle services in services.msc
Check for listener status using command prompt as follows,
lsnrctl status - Shows listener status.
lsnrctl start - Starts listener
Make sure the above services are running.
